Bouncing off everyones' tips, I took a closer look at all the text in the descriptions in the mouse-overs, and I think that the subtext in the title bar when hovering over, the upgrade modules say something like "#-Class <something> Upgrade" and the tech ones either don't have "upgrade" in the subtext at all, or don't have the "#-Class" part.So basicly you take a medium refiner that you get from the base building quests, put di-hydrogen in 2 of the slots and you can make deuterium. After reading the above answers I figure you could use an actual answer.Just keep going the base computer tasks and it will come up if it hasn't already.
